The Collapse of the 28-Article Peace Proposal for Ukraine: How Diplomatic Efforts Continue to Falter

Europe breathed a deep collective sigh of relief on Monday, as the tension sparked by the announcement of a new comprehensive peace framework for resolving the conflict appeared – momentarily – to have been stabilised. A senior US official spoke of "substantial progress" after Ukraine-US talks in Geneva. On Monday night, the Kremlin made its retaliation: another massive barrage of rocket attacks on Kyiv.

The Pattern of Negotiation and Warfare

The sequence of opposing developments captured the bleak nature of the recent timeframe. By day, political struggles are waged: hopeful statements are released from different nations. Considerable effort is expended on managing particular approaches. By night, Moscow forcefully demonstrates the world that, for them, war remains the key method for achieving "peace".

Nocturnal Warfare

As the offensive unfolded into the early hours of Tuesday, the immediate reality of Ukraine's exposure was revealed. Ukraine is capable of detecting missile launches from Russian territory, a capability enabled by up-to-date information. From vantage locations, Ukrainian air force fighter jets that had been dispatched to engage hostile aerial threats streaked across the sky – advanced fighter aircraft delivered to Ukraine by NATO members.

Soon thereafter, Kyiv's air-defence systems activated: defensive missiles fired to intercept a hostile projectile. This was a modern interception technology at work, most likely provided by Western nations. Every firing jolts you unexpectedly, causing tremors. The brief panic quickly transforms into resigned acknowledgment: possibly the hostile projectile won't strike its target this time, protecting urban areas from catastrophe and additional electricity failures.

Continuous Dangers

Soon after, a heavy machine gun engaged a unmanned aircraft in the vicinity, part of a rapid response unit – most likely Western-made equipment. Regrettably, the projectiles didn't strike the enemy aircraft – it continued its flight toward its destination.

Intermittently, this continued until dawn. Kyiv awoke to the morning news: multiple fatalities, devastation and utility failures in many homes as a result of the nocturnal offensive. As typically, everyone still continued their routines – experiencing conflict. But those 24 hours demonstrated Ukraine's critical military reliance on external assistance – a dependence that European nations are clearly incapable to replace in the near term.

Ineffective Peace Efforts

The detailed framework from US administration sparked intense emotion, debate and deep concern – and momentarily shifted focus from Ukraine's most significant graft case in years. Yet, we have seen this script before, after prior negotiation attempts and multilateral gatherings.

Every new proposal from American administration unfolds according to the identical sequence: a diplomatic cavalry charge against Ukraine, which Kyiv, with allied governments, succeeds in resisting. They contain the crisis but never actually win the battle. This pattern will, certainly, endure.

Political Considerations

It is convenient to criticize certain parties of persistently promoting Russian terms. But that does not seem to be the entire situation. American leadership works based on a assumption familiar among international relations experts: you cannot secure via talks what you have been unable to protect through force. The US administration presumes that it is unrealistic to force Russia to abandon the territory that it already controls in Ukraine's occupied territories.

The issue is that while recognising this factual reality, US leadership does nothing to prevent Kremlin actions, through statements or actions, from assuming that the situation will not change more in its favour in the coming year.

Divergent Views

Therefore, Russian leadership is convinced that time is on his side – that Ukraine and its supporters are coming close to fatigue. Their motivation to agree to terms that does not give them the largest achievable advantage is almost completely absent. There may be many attempts to end hostilities, but they will carry on as long as Russia's leader remains highly assured in the conclusion.

On the contrary, Ukraine's government believes that Ukraine can still endure, slowly losing lives and land but avoiding a complete military breakdown until situations evolve in its benefit.

Current Realities

Realistically, there are no real preconditions for a truce. Now, personal considerations are becoming relevant: political desires to broker a ceasefire and achieve global acclaim, and Ukrainian leadership's double obstacles – on one hand, not to distance important partners, and on the other, to mobilize citizens around the national cause against any plan Kyiv finds unsuitable, so that their priority does not move to internal issues. And although their mission will now be significantly challenging after recent developments, it remains highly unlikely that this will alter their fundamental strategy.

These two forces are driving the talks.

Conclusion and Outlook

It took a only one week to eliminate the proposed articles of the current initiative. Aggressive and erratic handling of the matter by Washington, opposition by Ukraine and the rest of Europe, along with calming attempts of diplomats, and finally, current information leaks, all served their function.

While new initiatives based on previous concepts are approaching, Kyiv, London and other Western governments should reach an essential realization: Ukraine and Europe will only be able to resist negotiation assaults from Washington that are rooted in Kremlin requirements and show specific hesitation to alter the situation, if they stand together and improve their protective measures at a much faster pace. If they do, neither external pressure nor military threats will be able to defeat them. In the meantime, Ukraine's ability to counter nocturnal attacks will, for the foreseeable future, mainly require continued Western support.
